Digital transformation affects every area of public administration - from services for citizens to internal collaboration and organisational culture.

To address this shift, the City of ZurichIT Services & IT Consulting department (OIZ) developed a comprehensive digitalization strategy that goes beyond traditional IT strategy. It defines how digital technologies should shape the city’s services, processes and ways of working in the years ahead.

Our task was to translate this strategic framework into a clear and engaging visual narrative that makes the direction and priorities of the strategy understandable for employees and stakeholders across the administration.

Approach

At the center of the communication stands a visual concept that presents digital transformation as an ongoing, evolving process rather than a technical roadmap. 

The illustration connects the strategy’s four focus areas - customer value, future skills, collaborative networks, and responsible technology use - and highlights how they work together to shape the city’s digital future.

The visual language deliberately avoids technical complexity and instead focuses on people, collaboration, and progress. The result is an accessible and inspiring representation of the strategy that supports dialogue, understanding, and shared ownership across the organisation.
